【内容提要】“城乡两栖干部”的日常工作生活形态构成理解农村基层政府治理的重要线索。基于在西镇的田野调查，本文发现，“工作生活一体化”这一基本底色会使得西镇干部嵌入的时—空结构发生变动，并要求该群体遵循相应的伦理规范，家庭及其对应的义理准则也会由此凸显出来。这些变化使得“工作生活一体化”客观上能够起到缓解农村基层政府治理困境的作用。“工作生活一体化”中暗含的城乡空间、家庭生活拆分状况与伦理结构的关联或许是以人为中心的政府行为分析的有效抓手。

“Integration of Work and Life” and Rural Grassroots Governance: Taking Dual-Residence Cadres as an Example

Abstract: The daily work and life patterns of dual-residence cadres serve as a critical clue to understanding rural grassroots governance. Based on field research in Xi town, this paper finds that the fundamental backdrop of " integration of work and life” , leads to shifts in the spatio-temporal structure in which cadres in Xi town are embedded. This situation demands that this group adhere to corresponding ethical norms,thereby bringing family dynamics and their associated principles of moral responsibility to the forefront.These changes enable the " integration of work and life" to objectively play a role in alleviating the governance dilemmas faced by rural grassroots governments. The connections implicit in the "integration of work and life” among urban-rural spaces, family separation, and ethical structures may serve an effective lens for analyzing human-centered government behavior.
