【摘  要】首都地区是高度城镇化的区域,推进其落实乡村振兴战略有着特殊的责任 和意义。 首都地区的乡村振兴需结合首都实际和都市特色精准有效地推进实施。 目 前,首都地区乡村呈现出人口减少、村庄消失、农业受困的态势。 为了更好地推进首都 北京的乡村振兴,要准确把握其性质和意义。 都市圈乡村振兴属于保护性发展,目的是 保护社会系统的多样性与“生态平衡冶,也是建设中国特色国际化大都市的重要途径。 精准推进首都地区乡村振兴需做到精准分类、精准均衡、精准施策和精准监测。 在路径 选择上,结合当前首都“三区四类冶村庄的总体规划,重点建设人文乡村、生态乡村、美丽 乡村、休闲乡村和现代乡村五类典型乡村,在政策上可实施“千村百镇冶振兴计划、开展 “村庄庭院美化冶行动、强化乡村交通基础设施建设与公共服务供给以及大力推进乡村 治理现代化的制度创新。

The Accurate Pattern for Rural Revitalization Promotion in the Capital Region

Abstract：Beijing is a highly urbanized region that has special responsibilities and special significance to promote the rural revitalization strategy. Rural revitalization in the capital region needs to be carried out accurately and effectively in combination with the actual situation of the capital and city characteristics. At present, rural areas in the capital region are showing a trend of population reduction, village disappearance and agricultural distress. To better promote rural revitalization in Beijing, we should accurately grasp its nature and significance. The rural revitalization of the metropolitan area is regarded as the protective development, that is, to protect diversity and “ ecological balance of the social system, and is also an important way to build an international metropolis with Chinese characteristics. The accurate promotion of rural revitalization in the capital region needs to focus on accurate classification, accurate balance, accurate policy implementation and accurate monitoring. In terms of path choice, in combination with the current overall plan of “three districts and four types of villages, we will focus on building five typical villages, namely humanistic villages, ecological villages, beautiful villages, leisure villages and modern villages. In terms of policy, we can implement the revitalization plan of “one thousand villages and one hundred towns, the “beautification of village courtyards冶 action, strengthen the construction of rural transportation infrastructure and public service supply, and vigorously promote institutional innovation of rural governance modernization.
