【内容提要】在实施积极应对人口老龄化国家战略和推进数字中国建设整体布局规划的背景下，迫切需要从各个层面考察弥合老年数字鸿沟的社会治理方略。数字包容理念是全新的社会治理理念，对于老龄社会治理尤其重要。基于社会现实和未来社会发展方向需要厘清“数字包容的老龄社会”概念内涵，并从加强观念培育、增进协调治理、引导产业发展、鼓励社群支持和开发主体潜能五个方面构建数字包容老龄社会的制度框架。考察对老年人友好的数字包容社会的建设，弥合老年数字鸿沟，有利于及时回应老龄社会新形态和老龄群体的需要，助力实施积极应对人口老龄化国家战略，有利于发挥我国基础设施优势，丰富数字中国战略新时代尊老孝老的内涵。建设“数字包容的老龄社会”，应全面深入贯彻以人为本理念，切实践行积极老龄观，增进多元主体协商共治，采用生命历程视角前瞻性规划与布局，提升互联网服务和内容适老化水平，有效发挥互联网使用的辐射效应，加强建设效果评估，完善数字包容社会建设政策。

Digitally Inclusive Aging Society: Connotation, Significance, and Realization Approach

Abstract：In the context of implementing the national strategy of actively responding to population aging and promoting the overall layout plan of digital China construction, there is an urgent need to examine social governance strategies for bridging the digital divide of the elderly at all levels.The concept of digital inclusion is a new concept of social governance, which is especially important for the governance of aging society.This paper clarifies the connotation of the concept of "digitally inclusive aging society" based on social reality and future social development direction, and builds an institutional framework for a digitally inclusive aging society in five aspects: to strengthen notion cultivation, to enhance coordinated governance, to guide industrial development, to encourage community support, and to develop the potential of the older people.Examining the construction of a digitally inclusive aging society friendly to the elderly and bridging the digital divide for aging are conducive to timely responding to the new form of the aging society and the needs of elderly people and helping to implement the national strategy for actively responding to population aging,and to giving play to China's infrastructure advantages and enriching the connotation of respect for the elderly and filial piety in the New Era of the digital China strategy.To build a "digitally inclusive aging society", we should comprehensively and thoroughly implement the concept of people-centeredness, effectively practice the concept of positive aging, promote consultation and shared governance among multiple stakeholders, adopt a life-course perspective in forward-looking planning and arrangement, improve the level of aging-appropriate Internet services and content, effectively exert the radiation effect of Internet use,and strengthen the evaluation of construction result to improve the building policies of the construction of a digitally inclusive society.
