“地缘维权”组织与农民工的权益保障

——基于对福建泉州农民工维权组织的考察

摘  要  维护农民工权益的现行策略难以切实发挥有效作用，维权困境的根源在于农民工缺乏真正代表自身利益的组织。本文从农民工自组织的角度探讨农民工的权益保障问题，“以地缘为纽带的维权”组织的出现说明了农民工对于组织资源的渴望，这种维权方式有其特点与功能，同时也存在局限。建立正式的、合法的、以地缘为纽带的农民工维权组织是农民工权益保障的可能之举，政府不应一味控制，而应采取有效措施给予恰当的引导，使其健康发展。

The organizations of ‘geo-band rights protection’ and protection on peasant-workers’ interests

Abstract：The reality proves that the current policies on the protection of peasant-workers’ rights and interests are not effective enough. And this kind of dilemma lies in this reason: organizations that can stand for the peasant-workers’ interests are in short of. Thus, the organizations of ‘geo-band rights protection’ appears, which reflects the peasant-workers’ eagerness for the organizational resources. Some of its characters and functions do be good, however, it also has some limits. In this paper, we believe that it is feasible to establish some formal, legal geo-band rights protection organizations for the peasant-workers. The government should play an inducting role other than a dominating one here.
