【内容提要】社会政策体系的健全和发展，是中国式现代化进程中的重要制度内容。以现代化理论为视角，从政策体系、覆盖对象、待遇水平、财政投入四个方面对我国市场化改革以来社会政策的发展进行系统梳理可以发现：首先，我国社会政策体系不断完善，主要表现为顶层设计不断优化、规范化程度进一步提升、风险应对能力不断增强。其次，社会政策的覆盖对象不断扩大，主要表现为对象识别更加精准、新的覆盖对象逐步被纳入。再次，社会政策的待遇水平稳步提升，主要表现为社会救助水平持续提高、特殊群体的福利补贴逐年增加。最后，社会政策的财政投入稳中有增，主要表现为财政投入总额持续加大、福利服务机构和设施不断增加。与此同时，我国社会政策的未来发展还面临着城乡统筹、流动人口等诸多挑战。可以预见的是，随着中国式现代化进程的深入，社会政策在我国经济社会发展中的作用会更加凸显。

Social Policy Development in the Process of Chinese Path to Modernization

Abstract: The improvement and development of the social policy system is an important institutional content in the process of Chinese path to modernization.From the perspective of modernization theory, this paper summarizes the great achievements of China's social policy construction.First of all, the social policy system has been continuously improved, which is mainly reflected in the continuous optimization of top-level design, the further improvement of standardization, and the continuous enhancement of response capacity for social risks.Secondly, the coverage group of social policy has been expanding, which is mainly reflected in more accurate identification of target group and the gradual inclusion of new coverage objects.Thirdly, the benefit level of social policy has been steadily improved, mainly reflected in the continuous improvement of social assistance level and the increase of welfare subsidies for special groups year by year.Finally, the financial input of social policy has increased steadily, mainly reflected in the continuous increase of the total financial input and the continuous increase of welfare service institutions and facilities.At the same time, the future development of China's social policy system also faces many challenges such as urban and rural coordination, floating population, and so on.It can be predicted that with the deepening of Chinese path to modernization, social policies will play a more prominent role in China's economic and social development.
