【内容提要】在人类社会现代化浪潮中，中国近70多年来的经济社会发展奇迹令世人瞩目，并开创了迥异于西方模式的中国式现代化，由此提出“中国之问”的理论阐释已成为世纪性课题。在我国社会建设实践中，一种以人民性品格为内在特质的新公共性，在推动实现社会秩序与活力有机平衡的过程中发挥了关键作用。新公共性坚持人民至上的核心价值观，并以坚定的人民立场作为处理国家和社会事务的根本出发点，以满足人民的美好生活需要为导向来推进经济社会发展，提升人民的获得感、幸福感、安全感。新公共性是中国人民共同体的核心特质，也是推动中华民族全面复兴的关键要素。对新公共性进行深入阐释，不仅有助于建构中国社会学自主知识体系，而且有助于理解中国式现代化对于推动构建人类新文明共同体的重要意义。

The Construction of a New Publicness in the Context of Chinese-style Modernization

Abstract: In the surge of modernization of human society, China has attracted the world's attention for its miracle of economic and social development over the past 70 years, and has created a Chinese modernization that is very different from the Western model. The theoretical interpretation of the "Question of China" has thus become the issue of the 21 ientury. Based on the practice of social construction in China, a new publicness with the character of peoplehood as its inherent quality has played a key role in promoting the organic balance of social order and vitality. This new publicness adheres to the core value of people's supremacy and takes a firm people's position as the fundamental starting point for dealing with state and social affairs, advancing economic and social development with a view to satisfying people's needs for a better life and enhancing people's sense of gains, happiness and security. This new publicness is the core quality of the Chinese people's community and a key element in promoting the comprehensive rejuvenation of the Chinese nation. An in-depth interpretation of this new publieness will not only help construct an autonomous knowledge system of Chinese sociology, but also help understand the significance of the Chinese-style modernization in promoting the construction of a new civilized community of humanity.
